yes :The souls are trapped in trees which are nothing like bodies, therefor they never got back the body they hated or lost. They misused the shell of life god gave them so they are getting what they deserve trapped in those trees.
no: Suicide comes from sadness or not being satisfied, so maybe they are not criminals but souls in pain. They are not the bad ones, the poetic justice could be for them to get help in heaven or from someone greater to see what failed in their lives that made it so miserable.
I am not sure how I feel about suicide, but I recognize it comes from depression therefore I don't see it as a crime. Yet I do think it is an attempt against one body, the body god gave each one of us as a gift.
